Answer any three of the following nine questions as thoroughly as possible. Answers should be coherent, well organized, and complete. Your answer to each question should range from 300 to 600 words. Your answers should reflect your understanding of materials from the readings, lectures, and discussions. Generally speaking, answers that are well written and easy to understand will receive higher grades than answers which must be read several times to determine their meaning. Answers that clearly link the general discussion to your specific policy arena will receive higher grades than answers that could apply to any policy. 1.What is public policy? 8.Outline the model of vigilant problem solving. What decision constraints (cognitive, affiliative, or egocentric) appear to be dominant in your policy arena?
9.In your policy arena, is the implementation largely top-down or bottom-up? What impact has that had on the overall effectiveness of the implementation effort?
