Unit 1-Prepare a reaction paper of at least 500 words synthesizing the following reading assignments.

1. Introduction of Collective Bargaining in Education: Negotiating Change in Today’s Schools (pp.1-6)

2. Chapter #1 of the text Collective Bargaining in Education: Negotiating Change in Today’s Schools (pp.7-27) [Chapter #1 is entitled, The History of Collective Bargaining among Teachers by Richard D. Kahlenberg]

3. Chapter #1 of the text Local Government Labor Relations: A Guide for Public Administrators by Joan E. Pynes and Joan M. Lafferty (pp.1-13)

Reaction Papers – The reaction papers provide an opportunity to analyze, synthesize and evaluate the lessons/textbook chapters.

•Defining collective bargaining and analyze the multiple perspectives that exist within the context of public education.

•Describing the historical conflict that has occurred between unions and management regarding the “scope” of collective bargaining.

•Explaining the impact that collective bargaining in the public sector has had on teacher unions including the more contemporary conceptions of “reform bargaining” versus “industrial bargaining.”

•Comparing and contrasting the most common positions of the detractors of collective bargaining to that of the supporters of collective bargaining in public education.
