In Human Rights Enjoyment in Theory and Activism, Brooke Ackerly (2010) said “Looking at the development of the language in conventions and other treaty documents since the development of the Universal Declaration of Human Rights (UDHR), there is a clear trend of the goal of human rights law as being the ‘full and equal enjoyment’ of human rights, not just the formal institutionalization of those rights” (p. 225).

Select and read any one of the UN’s 9 core international human rights instruments, which you saw in week 2. Describe how it “clearly reflect[s] the growing realization that legal entitlements may secure human rights, but these entitlements are not the rights themselves. Rather human rights are realized in their enjoyment” (Ackerly, 2010, p. 225).
