In previous years the Federal Emergency Management Agency’s Port Security Grant Program provided funding to reduce the risks of an a terrorist attack upon maritime critical infrastructure resources before an attack (Taquechel, 2013, p. 522). However, most recently this funding trend has shifted towards resilience i.e. recovery based risk approach. What is the difference between prevention and resiliency and based upon your academic opinion do you think this will have a positive or negative impact upon port security?
