Solution-Bipartisan campaign reform act of 2002 banned

The Bipartisan Campaign Reform Act of 2002 banned both corporations and labor unions from using general treasury funds to make contributions to candidates and from using independent expenditures for “electioneering communications.” This law was challenged by Citizens United, Inc., in Citizens United v. Federal Election Commission, 558 U.S. 50, 130 S.Ct 876 (2010). See pages 86, et seq., of our text. How do we balance the fundamental First Amendment right to free speech with the need to properly administer the election process? Should the First Amendment win out every time? What do you think?
