Below is the scenario essay with the question attached for the literature review to be completed.

Recently legislators in both Texas and Florida have called on their public colleges and universities to seek ways to offer undergraduate degrees for as low as $10,000 given the economic crisis. One of the prevailing ideas is to challenge institutions to come up with innovative ways of using online courses (free and fee-based) that can be fashioned into credit-bearing credentials. In light of concerns of people completing degrees without incredible debt and that those degree holders generally make earn more than those with only a high school diploma the atmosphere seems ripe. However there are still those that believe ?college isn?t for everybody? and ?we?re running a business here? folks so there is some resistance to change. The President of Chamber College has hired Hall and Associates to propose a program to the board of regents that will persuade them to consider whether such an initiative could benefit the college, potential students and yes even the state.
