Steps of an Outbreak Investigation
Paper instructions
1) The control of communicable disease is determined by disease attributes, infrastructure, location, and circumstances
(disaster/emergency or non-emergency situation). Surveillance activities are an important part of communicable disease
control. Briefly explain the various types of surveillance and how surveillance activities are used to control the
spread of communicable diseases. Select an example (of a communicable disease that is transmitted from person to person)
and discuss how disease attributes, infrastructure, and location introduce various challenges to surveillance
activities. Include a brief discussion about the applicability of EpiInfo in the rapid assessment / investigation of
communicable diseases in field-based or emergency situations.
2) Control of communicable diseases following an emergency or disaster poses unique challenges. Key steps in the
management of a communicable disease outbreak under these conditions include: preparation, detection, response, and
evaluation. Several diseases with epidemic potential exist, including Measles (Connelly, 2006, p. 108). Explain the
basic epidemiological indices used to provide summary data of an outbreak, the factors upon which the selection of
control measures are dependent, and the key factors which determine the types of isolation measures that should be
taken. Discuss the appropriate isolation, prevention, and control measures for Measles.
[To complete this assignment, make sure to review Part 4, Outbreak from Connelly (2006) and Figure 4.4 p. 123-124, 4.5
p. 128, Table 4.9 p. 124, Table 3.10 p. 127; Measles: p. 162, p. 80 – section 2.6.4]
3) Identify the state in which you live, and locate your state department of health website’s division of communicable
disease control. Explore your state’s communicable disease control website area and its resources. Identify one
nationally notifiable communicable disease that is transmitted from person to person and which requires rapid
notification by telephone. Discuss how that disease’s virulence, infectivity, mode of transmission, and pathogenicity
determine its appropriate preventive and control measures. Discuss any unique challenges to its control.
