The situation changed drastically starting from 1970s to early 1980s when President Jose Lopez started using the anticipated finances from freshly discovered oil reserves as collateral to secure loans to finance Mexican development projects. However, during the energy crisis of 1982, oil prices fell significantly, which made Mexico unable to pay the loans previously secured.
