failure of a program, the rise of the environmental movement, and so on. The paper should also focus on politics, policy, and governance in relation

to an
environmental issue. The proposal should include the following information:
Preliminary Thesis Statement: Be as clear as possible about the topic and argument of the paper. This is very likely to change as you work on the
project, but it is important to have a clear starting point. At the very least, the thesis statement should state what the paper is trying to

explain.
Background Information: Discuss the context in which your research is based. Is the research a question of natural resource policy, common pool
resources, energy use, water pollution, etc.? Then answer the question: why is this research worth doing?
Information Sources: Where will the information come from? What kinds of sources do you plan to use?
Expectations: What do you expect your research will show?
