Recent research has discovered that while HIV infection is relatively high in prison, the majority of those infected arrive at the prison with the disease. With a five times higher infection rate within prisons when compared with the general population and similarly high rates with Hepatitis C, many suggest allowing for controlled experimentation on inmates to test drugs to combat these two infections.
