The paper is about how American poverty can not be solved unless the influence of the wealthy in politics is reduced.
1.Some area to reduce the effect is the eliminate the wealthy use  prison for poverty which is creating poverty.
2.Second increase poor people voting to have their voice heard
3 Fight the brain washing of the  American people by the some politician that are lobbied by the wealthy that poverty is not American but a problem of other race who live in America.
