2. construct policy alternatives, I have to come up with 4-5 policy alternatives to dealing with the problem. So how to deal with the problem and how can reduce the inmate population.

3. develop evaluative criteria, there are several criteria to use to evaluate and I have to pick 4 of them to analyze.

4. access the alternative, this process I have to think which policy alternatives are better than others. I have to show how it better than others and which one will not work. Is there any evident to support.

5. Draw conclusion, Which policy option is the most desirable given the circumstances and evaluative criteria. Is there any others factor should be considered?
