The task is to prepare a concise document (5/6 pages single-spaced with subheadings) that advises the Cabinet on a sound policy response. The Policy Briefing Note contains five components organized with subheadings.
1. Policy Issue (One paragraph statement that identifies the issue/problem at hand)
2. Issue Context ( What has caused the problem? Why are the existing policies inadequate?)
3. Policy Options (Outline three policy options for Cabinet decision making, with each option offering a different instrument mix)
4. Policy Recommendation (Identify the strengths and weaknesses of each option and make a recommendation)
5. Communication Message (Statement of key messages in communicating the policy to the key stakeholders and the general public)
