Chapter Eleven of the reading discusses the changing structure and leadership of local governments.  Since the 1950’s, local governments have changed significantly in type and size.  Identify the following in your opinion:

What are two reasons that local government has changed?
Which type of government is most common in modern life?
Why is this the most common form?
Local leadership usually involves either a mayor or a city/county manager. Which system is more effective in your opinion? Why?
