English as a Second Language (ESL)

Based on TESOL’s 1997 landmark publication, a foundation for English as a Second Language (ESL) Standards for Pre-K-12, the 2006 Prek-12 Proficiency Standards now covers in a broader perspective. In addition, the 2006 standards encompass a wider scope and have created extensive connection between ESL standards and other disciplines. For instance, there are specific core curriculums content areas the Proficiency standards connects the language on subjects such as social studies, mathematics and sciences. The Prek-12 Proficiency Standards value the native language of the students and provide a baseline for developing their proficiency in academic language while recognizing intercultural and social aspects of language development. The standards also provide the organizational framework that conforms to the legislation of the federal state of the United States. After the consortium with the nine states of US, the new volume develops proficiency language standards that help to bring out performance indicators. The new volume uses extensive matrices to bridge the five proficiency language levels with the intention of exploring the intercultural language domains and deliver the proficiency in reading, speaking, writing and listening (Pandey, 2012).

Common Core State Standards Initiatives for ELLs

Since the introduction of Common Core States Standards (CCSS) initiative in 2009, the United States began an era of standard-based education with the initiative willing to create a commonality for states agreeing to adopt the CCSS. At the start of the publication of the CCSS, the initiative did not integrate a set of English Language Development Program. There are various programs that have been implemented to address the importance of English language proficiency. The issue intends to review policies behind CCSS and briefly to highlight the initiatives that will meet the needs of the Learners of English language (Campos & Fad, 2014).
