The paper is to be a Quick Policy analysis. The requirements are as follows
Executive summary-a one page summary that describes the problem, evaluation criteria, and recommended policy option.
Probmem Analysis- documnet the problem locally, frame the problem,assess the underlying causes of the problem.
Solution Analysis-set out the specific criteria i would use to evaluate different policy options, evaluate and rant the options specific criteria, select and option and why it is preferred.
