Information has been received that the below named are engaged with others in serious criminal offences. The limited information is reliable and trustworthy, additional information will follow prior to the presentation based on any questions you may have and how you propose to investigate this scenario.
The Bennington Family are an Organised Crime Family operating in the south East of England, they are the subject of a long term investigation by the National Crime Agency ‘Operation Priory’
In the course of this investigation reliable information has been received concerning the activities of Boko Zdravko who is to be the main subject of your investigation. DO NOT concern yourself with evidence gathering in relation to the Bennington Family.
Boko is suspected of obtaining classified information believed to be from the computer networks of HMRC and the Border Force in the UK. the Port Authorities of Harwich, Essex and Felixstowe, Suffolk in addition to the Port Authorities in the Hook of Holland, Netherlands and Zeebrugge, Belgium. It is suspected this is to facilitate the movement of human trafficking into the UK and in the facilitation of serious fraud offences.

The NCA have no further intelligence around communication data between Boko Zdravko and the Bennington family.
Boko is of Croatian origin, born in the UK with parents from Croatia. He is unemployed and lives with his elderly parents in a remote farm comprising of the main farm house and several outbuildings, the farm is run down with no evidence of any farming activities.
He is the registered owner driver of a Blue Saab BL09FEN
He holds a UK Driving License and is currently insured to drive the Saab. He holds a UK Passport.
Over the past two years this vehicle has been sighted on several occasions in the car park of the Circus Public House situated off the A13 East London. The occupant of the vehicle has not been formally identified but is believed to have been speaking with representatives of the Bennington Organised Crime Group. The Circus Public House are owned/controlled by the Bennington Family who are an Organised Crime Group operating in Essex and East London.
The Bennington Family are known to have influence and control over several transport companies and drivers in the South Essex Area.

It is suspected that Boko is the computer geek for the Bennington Family and is providing them with confidential data assisting in both Human Trafficking from Europe and high value fraud involving Tobacco and Alcohol within the EU.
Crimetoppers have provided anonymous information around the activities of Aarron MacGregor. Information indicates that MacGregor is involved in fraudulent activities involving computers, he lives on a remote farm ‘Craig M’horne’ outside Portree on the Isle of Skye. He is suspected to be working for an individual from England known as ‘ Boko’.
MacGregor is a skilled computer geek, a student living on the Isle of Skye who visits his grandfather in Inverness on a regular basis, he has been seen visiting several shops in the Inverness area purchasing sim cards.

Aarron, has recently graduated from Portree Technical College in Computing, he is known as a loner and computer geek. He lives with his parents on a remote sheep farm with his two younger sisters who are both students at Portree High School.
His grandfather lives in Inverness, Scotland
Information is that he has been seen purchasing numerous mobile phone sim cards.
Concentrate on the two subjects ZDRAVKO and MacGregor and the obtaining of evidence and information gathering in relation to the cyber elements of this investigation.

How are you to obtain evidence of data usage and content for any telephones identified?
How are you to identify and obtain evidence of computer data?
How are you to obtain evidence of MacGregor and Zdravko hands on the keyboards?
How are you to obtain any evidence of association between MacGregor and Zdravko?

• Explain your rationale for the decisions you make using good case law
• Assessment of your presentation skills and knowledge and understanding of policing of a Cyber Crime investigation. To include the identification of criminal offences, an understanding of the Human Rights Act, the authorisation and application of covert surveillance methodology and the identification of issues surrounding the disclosure of evidence including England and Wales, Scotland and the EU (important)
• Plan and develop an investigative strategy to;
a) Prevent and or detect the offences being committed
b) Conduct an investigation to arrest and obtain the best evidence for a successful prosecution.
Within the strategy you are required to identify the overt and covert methods of investigative techniques, considerations, legality, necessity and proportionality to satisfy the rules of evidence and specifically the inspection of the office of surveillance commissioners and interception commissioners.
