China’s Governance and Domestic Policy

Xi Jinping has praised the “superiority” of China’s socialist system and endorsed “the Chinese proposal” as an option for developing countries. Look at one area or sector of Chinese (domestic) governance and assess the impact of China’s system — ideology, organization and policy process on achieving policy goals.
How does China’s governance structure help facilitate policy success or inhibit progress? You can look at such areas as the environment (“ecological civilization”) the economy, social welfare, healthcare, urbanization, education, scientific and technological development, rural development, transportation etc.
A look at distinguishing features of China’s policy response to governance questions and analyze how these policies are related to the specific governance features you have found in your readings and outside research. You then will want to establish criteria for what success or failure in achieving policy goals would be. Only then can you analyze what the contribution of the governance structure to policy success may be.
Your paper should be 4000-4500 words (16-18 pp. typed double-spaced). This is a research essay. You should use reputable sources cited in a recognized style. Reliable statistics are available form a variety of international sources including the World Bank the OECD and other international organizations. The Economist often has well researched articles. Scholarly sources on China include The China Quarterly, The China Journal, and other journals specializing in the region. You may also look at specialized scholarly journals relating to your chosen sector. Do not ignore Chinese sources in English also, especially when you are looking at Chinese policies. The Chinese government has published White Papers in many policy areas and these are available in English. They also publish a Five Year Plan (the current 13th Five Year Plan runs out in 2020) Some, are available on http://www.xinhuanet.com/english/ ; http://english.gov.cn/ ; http://english.peopledaily.com.cn/ . Some Chinese scholarly articles are also available online in journals such as Social Sciences in China. Some articles may only be accessible from campus. If you find a reference you are unable to access, please consult a Carleton librarian. It is their job to get it for you.
