The central challenge in this essay is to offer a CONVINCING POLICY ANALYSIS, including specific policy recommendations. This should include consideration of the characteristics of the target (including the causes of repression and realistic pathways of liberalisation), as well as of the conditions under which different international strategies and instruments are most likely to be effective. I expect, in this respect, to see clear evidence that you have read and understood the theoretical and comparative readings (reading guide attached) that we have engaged with throughout the course. Our concern in this course is with international statecraft and state repression, i.e. what international actors can do to help promote freedom in sovereign states. Your essay must clearly address this issue. So if you choose, for example, to look at US policy on Cuba, the question at Cuban people, not what it can do to stop the regime.
